Cause identified by elimination method and system call tracing: a security hardening of the web service introduced by the new OS version, conflicting with a permission setting inherited from Moodle. Fix applied, configuration consolidated to withstand future system updates, and full verification (file uploads, caches, scheduled tasks, environment check).
