About Stamatios

I am an energy expert with a focus on Renewables Integration, Electricity markets and regulation, Security of Supply and Resilinece of power systems and power system modelling (both grid studies and economic models). I am currently working as a freelance Senior Energy Expert. Examples of my services include:
- External expert for the cross-cutting topic of Market Access (TF 5) of the revised SET Plan, the main EU instrument on research, innovation and competitiveness.
- Senior Expert on a technical support to EWEC, the System Operator in UAE, on the development of a new methodology on Resource Adequacy Assessment and its interface with Capacity Expansion planning.
- Senior Expert on a regulatory support to the Ministry of Energy of the Kingdom of Saudi Arabia (KSA) on the development of a new framework for power system resilience.
- Support to JRC – European Commission on the state of play for energy storage across the EU countries in terms of policy, regulation and market arrangements.
- RES integration studies supporting NEPCO, the TSO of Jordan with focus on required grid investments.
- Benchmarking of international network planning practices for the TSO of KSA.

From 2013 to 2022, I have worked for nine years in JRC - European Commission in the field of Renewables Integration, Smart Grids, Electricity Markets and Regulation, and Energy System Integration. Highlights of my career in JRC include technical support to ACER, technical support to a Member State on the preparation of its National Energy and Climate Plan and regulatory issues (network tariffs and storage). Lately, my work focused on power system flexibility and respective markets, new business models (energy communities), regulatory sandboxes, and electricity market reform. On the latter, I had the honour, and the joy, to see my work feeding the development of a future-proof electricity market reform proposed by the Commission in 2023.

    • - Policy assessment
    • - Regulatory analysis
    • - Quantitative & qualitative technoeconomic analysis
    • - Energy modelling
    • - Market intelligence consultations I have supported JRC – European Commission in analysing the policy, regulatory and market conditions for energy storage among the EU Member States. My collaboration with JRC continues working on matters relating to the planned revision of the EU Security of Supply framework. I had the honour to be an external expert supporting the development of the recommendations for the cross-cutting topic of Market Access (TF 5) for the revised European Strategic Energy Technology (SET) Plan, the main EU instrument on research, innovation and competitiveness. I have been the main Senior Expert on a technical support to EWEC, the System Operator in UAE, on the development of a new methodology on Resource Adequacy Assessment and its interface with Capacity Expansion planning. I have been the main Senior Expert on a regulatory support to the Ministry of Energy of the Kingdom of Saudi Arabia on the development of a new framework regarding assessment and measures for enhancing power system resilience. I was a team member on projects on analysis of generation connection procedures in various jurisdictions with focus on addressing growing connection queues. I conducted grid studies on a RES integration project supporting NEPCO, the TSO of Jordan with focus on required grid investments. I have been a team member on a technical support to NG-SA, the TSO of the Kingdom of Saudi Arabia, on developing processes and guidelines for power system harmonic analyses. Finally, I offer very short-term market intelligence services to investment firms.

    - Security of Supply and Risk Preparedness in the electricity sector
    - Quantitative & qualitative technoeconomic analysis
    - Energy Modelling

I worked for six years as Scientific Project Officer in JRC with focus on electricity market regulation, technoeconomic analysis, modelling, security of supply, and digitalisation of the energy system.
I have been Project Leader twice. I have led a technical support to the Government of Cyprus on the preparation of the country’s National Energy and Climate Plan. In parallel we supported the National Energy Regulator on network tariff design, support schemes for Distributed Generation, and regulatory recommendations on storage. The project, led to specific policy measures and regulatory decisions enhancing Cyprus long-term energy planning capabilities.
I have been a member of the team providing technical support to ACER on the European Resource Adequacy Assessment and the Bidding Zone Review Process. On the former I worked extensively on the methodology for the Economic Viability Assessment.
I have been co-creator of the work of JRC.C.3 on electricity market reform giving weight to longterm investment signals and local flexibility markets. My work has been referenced in the Staff Working Document accompanying the Commission’s proposal for an Electricity Market Design Reform (SWD(2023) 58 final).
I have been a member of the team providing support to DG ENER on Risk Preparedness in the electricity sector and the evaluation of Member States Risk Preparedness Plans. I regularly followed the Electricity Coordination Group (ECG) during the energy crisis of 2022.
Other notable achievements during this period include participation in the JRC work group on the technical screening criteria of the Green Taxonomy, participation in Commission’s Inter-Service Consultations on Regulatory Experimentation, and the EU Strategy on Offshore Renewable Energy.

My most notable role during that time was leading modeller of a RES integration study in the context of a technical support to the Government of Cyprus. I have been heavily involved in the development of a market model of the Cyprus power system for future scenarios analysis. The model included advanced characteristics such as Mixed-Integer Programming, detailed representation of Reserve requirements and stochastic optimisation. In addition, I conducted all the operational security studies (power flow analysis, contingency analysis, frequency and dynamic stability analysis), using power grid modelling. I had to liaise with the Ministry of Energy, the TSO, and the DSO. The work led to technical, regulatory and policy recommendations (Grid Code amendments, identification of technical criticalities, insights on RES policy support measures). I presented the results of the work in the ETIP SNET South-Eastern Region workshop in 2017 and the IAEA workshop on Designing Power Systems and Managing Markets to Achieve the Low-Carbon Transition in 2021.
I have also worked analysising the procedures power systems follow to recover from natural disasters, as well as an assessment of the Greek TSO generation adequacy assessment.
Other achievements during this period was modelling of multi-terminal HVDC schemes for the connection of offshore wind farms, and development of a control scheme for a battery energy system, both of which led to peer-reviewed journal publications
