The IND wanted management to exhibit more agile leadership and to enhance the craftsmanship of both scrum masters and product owners. Samuel was asked as an agile coach to do this through coaching, training, and workshops at both individual and group levels. He helped management with better execution of strategic goals using an Obeya, and he personally guided the scrum masters and product owners and trained them as groups in multiple workshops. This increased decision-making speed and made performance more transparent and predictable. The scrum masters could better support their teams in working in a complex and scaled agile environment, while the product owners improved their product management and focused more on outcome than output.

For the 'infrastructure' division of the National Police, I wrote a transition plan, among other things, which described both the need to transform and the phasing. Together with HR, I developed a training and development program for employees and coached management towards a leadership style that better suits an agile organization. After 2 years, there are 50+ agile teams working smarter and faster together, using quarterly planning, among other things, with other divisions such as software development and project management, and this business unit has shifted towards a learning network organization.

I helped 3 teams move towards self-organization and continuous improvement, in addition to facilitating Scrum events. I coached the teams on splitting/redistributing work to create a better mix of knowledge and skills, enabling them to work with DevOps. Additionally, I taught the teams to build continuous integration & delivery pipelines. I improved the development process with the teams, taught them to track better metrics, and proactively manage their applications, actively sharing knowledge and experience both within and outside the teams with the organization. Collaboration with other programs or teams was improved, for example, by implementing quarterly planning and lean portfolio management.
