Advises governments in nine Southeast European economies on the design of tobacco taxes to reduce consumption, improve public health, and increase tax revenues. Compares tobacco taxation systems and develops country-specific recommendations aligned with international best practices and relevant European requirements. Co-manages a €2 million program: planning, resource allocation, deadline monitoring, and donor relations (Bloomberg Philanthropies).

Led analyses and recommendations on fiscal responses to acute and structural economic challenges, including automation, COVID-19, climate and demographic changes, inflation, and inequality. Managed the OECD's flagship publication 'Tax Policy Reforms': supervised a team of five and managed a budget of €300k, synthesizing reforms in 90 countries and formulating key takeaways for policymakers. Supported the Colombian Presidential Commission on Tax Reform: analyzed proposals and their implementation sequencing with Colombian ministries and the EU; presented findings to the Minister of Finance; prepared speech elements for the Colombian Parliament. Contributed to analyses and recommendations on inequality: pressure on middle-class incomes, social mobility, wealth and financial insecurity, and links between consumption, income, and wealth inequality.

Research and editorial coordination for the inaugural World Inequality Report 2018, led by Thomas Piketty and Gabriel Zucman. Analysis of income and wealth inequality trends, including capital/income ratios and national and global distributional dynamics.
