As a co founder of Citadel Advantage, I am responsible for all aspects of the company, including customer interfacing, full project implementation from start to finish, training course development and presentation to a wide range of government and banking clientele across the globe, including Europe, Asia, Middle East, North America and Africa. My subject matter expertise utilized includes cash management, payments & settlements, SWIFT, treasury & operations risk management.

The main objective of this European Commission assignment was to assist the Georgia State Treasury to strengthen its public finance management policies and practices, introduce modern tools for efficient and transparent public accounting and reporting system and particularly upgrade the quality of cash flow projection and management on Treasury Single Account.

I, along with one other expert designed the Treasury's cash and liquidity management strategy and improved the capacity of the treasury staff involved in the process with relevant skills and knowledge. I provided advice on best practices on the government treasury cash planning and liquidity management systems and instruments, operational coordination between Treasury and the Central Bank, and reviewed them with regard to the local context. I also conducted extensive training for the treasury staff in the liquidity and risk management procedures, processes and tools.

External Advisor to the Bank of Israel on the RTGS and Payment Systems Reform Projects. This involved assisting providing inputs into various aspects of the RTGS and Payment System Reform projects specifically in the areas of (1) other payment & settlement systems, (2) securities settlements (3) Technology , (4) RFI product analysis (5) RTGS business model, (6) RFP development, and (7) Project Management. Specific specialist areas handled include RTGS System Design, Technology Risk Assessment and system communications issues & SWIFT.
