About Rémi

I assist public organizations, associations, and companies facing internal complexity in designing, simplifying, and implementing their internal policies, internal regulations, and governance frameworks.

Formerly a Director at the Treasury Board of Canada Secretariat, I led the overhaul of a policy corpus applicable to all 100 federal departments and agencies. My work contributed to files examined at the ministerial and strategic levels.

My expertise:structuring clear, proportionate, and truly applicable governance frameworks, based on risk analysis, explicit accountability, and organizational coherence.

Design and rationalization of internal policies

I intervene both to:
  • create structuring internal policies (governance, delegations, compliance, risk management)
  • draft or review internal regulations
  • clarify responsibilities and delegations
  • implement internal control mechanisms
  • support organizational structuring
  • simplify a corpus that has become too dense or inconsistent
Objective:produce clear, applicable, and credible rules.

My method is based on five principles:

Proportionality:a rule responds to an identified risk.
Regulatory Discipline:avoid normative inflation.
Clear Architecture:policy / directive / procedure hierarchy.
Executability:realistic capacity for supervision and application.
Explicit Accountability:each obligation is linked to a position.

Less complexity.
More clarity.
More organizational effectiveness.

Experience

  • Gouvernement du Canada
Chief Analyst / Director – Policy, Directives, and Regulations Architecture
    PUBLIC SECTOR
    May 2002 - September 2021 (19 years and 4 months)
    Canada
At the Treasury Board of Canada (central body of the Canadian federal government), I led:

    • The rationalization of a multi-departmental regulatory corpus
    • The significant reduction in the number of policy instruments
    • The simplification of existing policies
    • The introduction of a risk-based development approach
    • Arbitration between formal rules, delegation, and accountability

This experience in a complex governmental environment now allows me to support organizations facing excessive regulatory density or a need for strategic clarification.

My expertise covers several areas of intervention:
    • Architecture of very large-scale complex systems
    • Institutional systemic thinking
    • Organizational governance and coherence
    • Design of binding regulatory frameworks
    • Steering of systemic change

The Treasury Board of Canada Secretariat (TBS) – Institutional Landmark

The TBS is the central administration responsible for the internal governance of the Canadian federal government.

    It acts as:
    • the management and oversight body for the functioning of the federal government's administration, including its annual budget voted by Parliament,
    • the policy development center for management applicable to all federal departments and agencies (financial management, human resources, public procurement, asset management, information management, communications management, internal controls, program evaluation, delegation of powers, etc.),
    • and the authority responsible for control, risk management, and accountability frameworks.

This governance applies to over 100 federal departments and agencies and more than 200,000 public servants. As a true central body of the government, the TBS frames how the Canadian administration operates optimally for the public interest.
