Smark is a young startup (5 people) developing an intelligent ground marking technology capable of detecting parking space occupancy. This technology, intended for local authorities, is associated with an innovative management method for paid on-street parking.

Functional lead for the development of a paid parking management service

- Organization of business workshops with various town halls (ASVP agents, Director of Technical Services, Director General of Services, elected officials, Mayor);

- Design and specification of connected objects and IT tools for local authority managers, ASVP agents, and motorists;

- Supplier sourcing (in China), writing specifications and requirements documents;

- Agile project management, planning, monitoring developers and suppliers;

- Laboratory testing with industrial partners (Eurovia, VINCI subsidiary), development of testing tools (HTML, jquery, css, php, SQL, REST API);

-> Development of an operational parking space sensor. Laboratory and real-world tests validated. Secured BPI & Business Angels funding. First client city interested in equipping 1000 spaces.

Missions carried out at OFII (French Office for Immigration and Integration) during the migration crisis (Syrian war). Territorial directorates needed to modernize their IT systems and increase the efficiency of their agents.

1. Audit of territorial directorates

- Technical and functional analysis of territorial directorates in the regions;

- Study of the technical impacts of government reforms;

- Development of a technical and commercial proposal;

- Choice of suppliers, writing of needs statements and specifications documents;

- Functional architecture;

- Presentation to institutional managers.

Results obtained:

-> The study conducted identified improvements to the OFII IT system likely to reduce the workload of agents, both qualitatively and quantitatively, and to lower numerous cost items.

2. Functional lead for the development of a new IT platform

- Conducting scoping workshops with future users (doctors, nurses, technical experts, field agents, and institutional managers);

- Gathering business needs;

- Writing of functional specifications;

- Development of BPMN and MCD diagrams;

- Leading architecture workshops;

- Building the development roadmap and cost estimation;

- Writing of detailed functional specifications and supervising a team of 5 developers.

Results obtained:

-> Development of a new IT platform meeting a new need arising from regulatory reforms. This application will manage tens of thousands of migrant applications per year.
