Dilhan Toytoglu

As an independent construction economist, I assist clients, architects, and general contractors in all project phases, from design to execution.

I work on housing, commercial, and rehabilitation projects, with a technical, economic, and operational approach.

My responsibilities include:

- Project financial estimation (ESQ, APS, APD),

- Preparation of quantity take-offs and measurements for all trades,

- Drafting of technical specifications (CCTP, DPGF, breakdown structures),

- Bid analysis and assistance in contract finalization,

- Economic monitoring during the construction phase (work orders, change orders, progress payments, amendments),

- Technico-economic optimization while respecting regulatory, budgetary, and scheduling constraints.

As an independent OPC, I was responsible for the overall management of construction and rehabilitation projects, ensuring compliance with deadlines, smooth coordination between trades, and achievement of the project's contractual objectives.

In this capacity, I was responsible for:

- Establishing and updating execution schedules (all trades),

- Coordinating contractors and anticipating technical interfaces,

- Organizing and leading site meetings,

- Drafting and distributing minutes,

- Monitoring the actual progress of work and analyzing deviations,

- Proposing and implementing corrective measures in case of schedule slippage,

- Ensuring coordination until project handover.
