Context

A banking IT department, facing an accumulation of technical debt, competing priorities between run and build, and increasing regulatory requirements (DORA, NIS2), needed a consolidated 3-year vision to arbitrate its IT investments and align the IT department with business strategy.

Mission Objectives

Build a prioritized and budgeted 3-year IT roadmap

Reconcile business needs (time-to-market, new products) with technical constraints (legacy, debt, security)

Secure buy-in from business departments and the Executive Committee on the proposed arbitrations

Process (3 months)

Month 1 — Diagnosis and Scoping

Interviews with business departments, IT, and risk/compliance functions to identify needs and constraints

Mapping of existing applications and critical dependencies.

Month 2 — Roadmap Construction

Prioritization of projects based on a value/effort/risk matrix

Structuring into trajectories (quick wins, fundamental projects, technical debt)

Macro-costing and budget scenarios (several levels of ambition depending on possible arbitrations)

Month 3 — Validation and Implementation Plan

Arbitration workshops with the Executive Committee and business sponsors

Formalization of the final roadmap (visual roadmap, business case, governance plan)

Definition of monitoring milestones and steering indicators (KPIs)

Main mission: Manage 25 employees, be proactive in service improvement, and ensure the quality of services delivered to the various business lines. Design and monitor the department's maintenance and investment budgets. Achievements: Improved synergy between teams, operational efficiency gains, customer centricity, and 'results-oriented' approach by implementing an automated workflow for requests from different business lines. Developed the subsidiary's IT Master Plan in conjunction with the Central Africa Regional Management.
