As an external consultant, my role is to assist STATEC, a state agency collecting and conducting statistical studies for the Grand Duchy of Luxembourg, in identifying, analyzing, and resolving all its information system-related challenges.

My intervention focuses on three main areas:

- Audit of the current Information System

-> Mapping of current business, application, and technical processes

-> Risk identification

-> Identification of operational gaps

- Rationalization of the information system and definition of the target state

-> Analysis of strategic objectives

-> Support for management in their specification

-> Mapping of the target information system

-> Project-based breakdown of information system evolution and prioritization

- Support for transformation and urbanization monitoring

-> Formalization of enterprise architecture principles

-> Monitoring of transformations

Context:

Ensure the operational maintenance of information systems, their evolution, and their adequacy with the current and future needs of the association.

Manage the team in charge, provide structure and an organizational framework within budget and sector constraints.

Missions:

• Management of the technical team (3 people)

• Align the information system with strategy through urbanization

• Propose IS evolutions

• Implement best practices

• Participate in the development of features for internal tools (PHP, Bootstrap, Javascript...)

• UX/UI Design

• Improve the security of systems and infrastructure

• Oversee IT projects

• Carry out information system urbanization

• Lead the implementation of service processes

• Ensure the effectiveness of current systems

• Development of key performance indicators for management

• Provide a long-term strategic vision for the IS

• Guarantee the operational maintenance of the IS

• Manage the service budget

• Manage relationships with suppliers and partners

Achievements:

Reduced hardware costs by approximately 25% (telephony and IT) by revising supplier contracts.

Evolved the technical infrastructure to provide better robustness, reliability, and security while reducing hosting costs.

Participated in the evolution of the LMS towards a more flexible and cost-effective solution, providing a technical vision and a robust, scalable dedicated infrastructure based on load.

Context:

Support the company's digital transformation and the implementation of agility, in a DevOps context, positioning myself as a change leader with the assigned Squads and overseeing the infrastructure aspects of their projects.

Managed high-value projects for internal products (e.g., remote advisor appointment booking) and external to the company (e.g., modernization of credit simulation tools for clients).

Took on a complementary role as XL Release referent (automated and manual task scheduler) for the implementation of automation and continuous improvement.
