The 2031 Register Census is one of the central future projects of official statistics and, as part of the register modernization, an important impetus for a digital, unbureaucratic administration in Germany. With the combination model, the extended national and EU requirements (periodicity, geocoding, feature set) for the delivery of population figures are met until the register census system is sufficiently established.

Program / Project Management: Initiation of the "Combination Model" project part

• Time and milestone planning for the combination model project and the overall program

-> Use of (partially) legal A, B and C milestones for planning the project (MS Project, Jira and Confluence). The goal is a unified approach to the register census across seven projects.

­->Definition of the project plan elements and storage in an issue tracking system (Atlassian Jira) to view the program progress

• Lifecycle management (agile scaling approaches / V-Model XT Bund)

• Control and planning of special releases to maintain IT security (BSI conformity) depending on sub-projects of different clusters (including JBoss patching, Log4j)
