Concept and implementation of a full-stack web application for

automated research, analysis, and management of public

tenders via the European TED platform (Tenders

The application allows relevant tenders to be specifically identified,

categorized, and processed and answered within the system.

Development of a system for automated pre-qualification of

public tenders on the European TED platform. The goal was to reduce

manual effort in the daily screening process, where around 60 notices

per day are checked – over 90% of which are not relevant.

The goal of my work was to bring transparency and structure to a heterogeneous IT landscape and to reduce technical and operational complexity through targeted measures. Tasks and responsibilities:

• Systematic analysis and technical documentation of a heterogeneous system landscape (over 40 microservices, ~30 connected systems and interfaces) to identify technical debt and promote standardization

• Reduction of operational complexity through the introduction and implementation of uniform standards for the structured capture and tracking of JIRA issues

• Identification of approx. 3,500 rule violations within a period of six months through systematic analysis of workflows and tickets

• Measures to improve ticket quality:

◦ Development of a rule set for detecting and avoiding typical errors and for raising awareness in the team

◦ Adaptation of the Definition of Ready (DoR) and Definition of Done (DoD) for clearer task description and quality assurance

◦ Revision of the JIRA workflow to permanently avoid structural rule violations Kubernetes infrastructure, Openshift, Docker, Prometheus, Kibana, Grafana, Drupal, Apigee

Further development of the foreign portal (https://digital.diplo.de)

The foreign portal is the central digital platform for all online available information and administrative services of the Federal Foreign Office and German missions abroad. It is developed by the Federal Printing Office on behalf of the Federal Foreign Office and is part of the legal and consular IT system landscape (RK).

As one of the lighthouse projects of the federal government's digital strategy, the foreign portal plays a crucial role in implementing the new Skilled Immigration Act. Furthermore, with the portal, the Federal Foreign Office (AA) is implementing the mandate from the Online Access Act (OZG) to provide administrative services online.

The bilingual portal (German and English) serves on the one hand as an information platform for interested parties who want to inform themselves about the administrative services of the AA. On the other hand, it functions as a digital application portal for visa and passport applications. Previously, these applications had to be submitted in paper form on-site, which involved considerable effort and long waiting times. Thanks to the digital solution, the processes are significantly simplified for both applicants and German missions abroad. In addition, case workers can pre-check applications regardless of location.

The foreign portal makes administrative processes more efficient, transparent, and user-friendly. Applicants can check the status of their application at any time. This is a significant relief, especially for skilled workers from abroad, when immigrating to Germany.
