FNSAFER Corporate Operations Online Declaration Portal

With the promulgation in December 2021 of the law "on urgent measures to ensure the regulation of access to agricultural land through corporate structures," known as the "Sempastous Law," the Safer group had to create the online declaration portal for corporate operations.

The challenge is to bring together all corporate operation declarations in one place and meet the objectives set by the law:
- Gain an overview of all land market movements
- Collect declarations of corporate operations subject to authorization to combat land grabbing and excessive expansion
- Alert public authorities to improve legislation and regulation
through more in-depth analysis of the corporate phenomenon.

The objectives are to:
- Allow online declaration of corporate operations by all types of users (notaries, lawyers, management centers, sellers, buyers, beneficiaries)
- Transmit the entered notification to the Safers and state services
- Store the data.

This portal includes functionalities for:
- Always accessible online service (responsive, accessibility, ergonomics, and simplicity)
- Declarant identification and account creation, electronic signature and/or authentication
- Deposit timestamping, acknowledgment of receipt
- Online payment service
- Data security.

The portal is developed in compliance with SAFER tools and case management tools, with a schedule particularly constrained by the promulgation of laws and decrees.

It is in this context that FNSAFER entrusted me with the formation and management of a team of experts: AMOA, UX, UI designer, Architect, Developer, Integrator, network engineer...

We now support FNSAFER in the technical maintenance and evolution of the portal.
