The modernization project for Desautel's 26 branches is part of a multi-stage project. The first stage, the subject of this mission, consists of an audit of the Paris intra-muros network (considered the think tank) and the proposal of several optimization scenarios (logistical organization). It should be followed by the selection of the tools necessary for the implementation of the chosen scenario (IT tools, communication tools, vehicles, etc.), then by the operational implementation of the scenario in Paris intra-muros, and finally by the generalization of the chosen solution after adaptation to the context of each region.

2. Actions taken:

- Audit of the Paris-intramuros network (qualitative and quantitative analyses)

- Study of scenarios and simulations

- Comparative presentation of scenarios

- Definition of the implementation roadmap for the chosen scenario

3. Results:

- Choice of a scenario by the President of Desautel

- Continuation of the project in subsequent stages

IRSN (2020 – 2021): Senior Consultant

1. Mission and problem statement:

The Institute for Radioprotection and Nuclear Safety (IRSN) wished to be supported in the renewal of its IT outsourcing contract (€25 million over 5 years). This contract covered servers, network, workstations, and telephony. It was operated by a single outsourcer for the entire contract.

2. Actions taken:

The support was carried out in 4 stages:

1. Definition of the IRSN's IT outsourcing evolution strategy:

- Review of the current IT outsourcing contract's performance

- Gathering of needs and evolution wishes

- Proposal of technical and organizational evolutions

2. Market segmentation:

- Proposal of segmentation scenarios

- Selection and in-depth analysis of a scenario with 9 main lots

3. Writing the specifications:

- Development of the service catalog

- Validation of the specifications

4. Bid analysis:

- Definition and implementation of the bid analysis methodology

- Financial analysis of candidates and technical scoring

3. Results:

- 15 lots constituting the tender

- 15 companies competed in this tender

- 59 files analyzed

National Assembly (2019): Mission Director

1. Mission and problem statement:

The objective was to conduct an audit of the National Assembly's SAP licenses to determine:

- The contractual compliance of license usage

- A proposal for user reclassification into license types

- Optimization areas based on license types

- Indirect access candidates

This audit was carried out using the Snow Software tool, which provides information on the actual usage of SAP licenses.

2. Actions taken:

- Collection of information from the National Assembly's Solution Manager system

- Snow tool configuration

- Execution of optimization scenarios (license reclassification)

- Calculation of potential savings

- Identification and validation of indirect access

3. Results:

- Detection of inactive users, duplicates, multi-logons, etc.

- Potential savings from reclassifying license types based on their actual usage

- Improved measurement reliability for indirect access

- Measurement of Digital Document volumes

- Purchase of new Digital Access licenses offset by savings realized
