Context: Program to transform the operational model of the IT department's Cloud team and implement a data platform on Azure Cloud.

Achievements:

- Implementation of the IT department's new Cloud team operational model: governance, organization, roles and responsibilities, tools

- Cross-functional management of the Cloud team and project portfolio: PMO, team staffing, schedule monitoring, activity prioritization, budget monitoring, reporting to the IT department's steering committee and business units

- IT management of the implementation of a data platform on Microsoft Azure: Cloud service implementation, pipeline implementation, workload monitoring, schedule and risk management, reporting to data and business departments

- Improvement of FinOps governance and processes, completion of Microsoft true-up for the year 2025

Results: New operational governance model, improved team management model, new improved and expanded FinOps model (AWS, MS365, on-premise).

Context: Redesign of the IT department's organization and securing of the IT system in preparation for the Paris 2024 Olympic Games.

- IT Department Audit and Transformation Plan Scoping: diagnosis of build/run organization and definition of necessary evolutions, definition of the transformation plan (organization, projects, schedule, costing)

- IT Department Transformation Management: implementation of new governance and RACI, N1/N2/N3 support teams, incident, change, and problem management processes

- IT Operations Management (approx. 150 applications, ~15 employees in support teams): facilitation of governance around incidents, changes, and problems, operations referent within build team governance committees (PI, sprints, etc.)

- Major incident and IT crisis management within a 24/7 on-call rotation: management of analyses and resolutions, coordination of stakeholders and support teams, communication to various stakeholders and users, organization and facilitation of crisis management teams

Results: Reduction in the volume of major incidents by ~35%, decrease in the failure rate of production deployments by ~25%, improved IT system resilience, ~40% increase in response time, better communication during incidents.

Context: Move to Cloud (~150 applications, 1250 servers, 13,000 person-days) to modernize the IT system, release datacenters, and improve IT system performance and resilience.

Achievements:

- Cloud Master Plan: strategy, roadmap, IT system mapping, operational model (build & run, DevOps, agility), processes, architecture patterns

- Opportunity and eligibility study for applications to public Cloud: construction of a decision matrix, selection of migration targets (result: 50% CaaS, 30% PaaS, 20% IaaS), definition of the migration plan to Cloud (groupings, migration scenarios, schedule, architectures)

- Business case construction (TCO, effort estimation, ROI) and decision paper for the Executive Committee

- Hybrid Cloud migration management (AWS, Azure, Private Cloud): evolution of the landing zone (architecture, environments, security, IAM, etc.), adaptation of code to achieve definitive Cloud migration targets (developments, integration) in agile SCRUM and SAFe mode

- PMO: governance facilitation, reporting to the Steering Committee and Executive Committee, budget and business case monitoring

Results: Application migration in 2.5 years (60% Azure, 25% AWS, 15% Private Cloud), improved performance and ~15% reduction in run costs (with integration of new functional scopes).
