Client prospecting, regulatory monitoring to align future contracts with current regulations, Definition of scope, strategy development, writing specifications and tender documents. The institutional project (> $3.6M over 2 years) concerned the identification and definition phase of a unified management tool, for all existing and future subscribers, allowing online purchase of parking permits, provided both by the VDM through the City's counters, and the Agency's existing lots. This project is part of the Smart Cities of Montreal in Common (MeC) budget, mandated by the VDM. The Agency has also decided to equip itself with a CRM tool (88K consolidated clients) to track all clients linked to the initial project for the same phases.

Its responsibilities were as follows:

- Communication, project management: organize, lead: steering committees and project management committees by communicating updated statuses and coordinating phase changes (identification, definition, and PMI) (Project Sponsor and Steering Committee)

- Define and manage project scope to cover the unified solution expected by the Project Sponsor;

- Write Project Charter, encouraging contributions from all dedicated team members; (macro architecture of the management solution, assumptions, constraints, risks, schedule, budget estimate, project governance);

- Develop project governance, identifying project stakeholders, their roles and responsibilities within the project;

Lead and deliver, with the project team, study deliverables related to the project in agreement with the Sponsor and IT Management;

- Identify the project's key success factors, and develop effective future indicators;

Identify potential interdependencies related to multi-projects;

Conduct comparative and opportunity studies on different procurement methods to optimize software solution delivery;

Propose and identify different alternative scenarios to validate informed choices, when risks are identified with the concerned stakeholders.

Responsibilities:

• Collaborate with the Product Owner and Scrum Master to precisely define functional specifications;

• Refine the project plan by establishing structures and processes that promote clarity and efficiency;

• Facilitate communication between the project team and stakeholders, working closely to manage backlog priorities;

• Lead the forecasting and budget closing for the project and the provisional schedule;

• Identify and allocate, with stakeholders, the resources to be implemented to deliver the project;

• Organize testing sessions with different stakeholders;

• Write user manuals and related support documents.
