Within the sub-directorate of programming and financial affairs, the Ministerial Purchasing Office (BAM) is responsible for the programming, design, and implementation of procedures, as well as the legal and economic monitoring of contracts.

Within the "Organization, management, coordination, and quality of procedures" section:

Responsibilities:

o Development of management tools;

o Elaboration of statistics;

o Development and planning of the multi-year purchasing program for DSAF;

o Implementation of processes and creation of forms;

o Initiation and monitoring of performance indicators derived from procedures;

o Coordination of relations with various ministerial entities within the Single Purchasing Hub.

Responsibilities:

o Implementation and facilitation of dialogue with prescribing departments within the framework of the annual purchasing program.

o Quantitative and qualitative needs assessment.

o Supplier market analysis.

o Advice and assistance in evaluating and defining the precise needs of departments.

o Drafting of consultation documents and public notices, publication of consultations, and monitoring of actions until contract award.

o Monitoring contract execution in conjunction with prescribing departments.

Purchasing Department, Combat Systems Purchasing: onboard computer equipment/onboard equipment

Non-production purchasing: on-site operational equipment

Full management of the Purchasing process:

o Tendering

o Opening and analysis of bids

o Negotiations

o Supplier selection

o Contract implementation

o Order entry in the ERP software (Oracle)

o Contract and invoicing monitoring
