The Defense Infrastructure Service Establishment of Toulon is responsible for maintaining the operational readiness of all support facilities for the French Navy. Within the Maritime, Port, and Industrial division, the Electrical Projects COP office is responsible for the renewal or creation of HV/HV and HV/LV electrical distribution and 50/60 Hz conversion installations. The Toulon Naval Base has the second-largest private electrical distribution network, with three 63kV EHV/HV primary substations of 120 MVA, over 250 HV/HV or HV/LV distribution substations, three 50/60 Hz power conversion stations for 45MVA, a 5 MVA production plant, and over 180 km of HV network.

Job details:
• Establish, in conjunction with operations managers, the preliminary studies (APS) for major infrastructure for validation by the Ministry of Armed Forces authorities,
• Prepare the technical specifications and tender documents for public market consultations,
• Conduct technical evaluations of bids,
• Monitor the execution of studies with the help of an external technical project management consultant,
• Monitor compliance with execution and validate necessary modifications,
• Participate in FAT, SAT, and qualification testing for validation by the nuclear and quality unit,
• Review as-built drawings, monitor provisional commissioning, and validate final commissioning and final acceptance,
• Perform various protection calculations, modifications to the existing HV network,
• Provide technical support on various Maintenance/Renewal office projects for projects under €1 million.

Project details:
• Monitoring the installation of a 2.5 km EHV 63 kV line (underground and duct) completed 12/2021,
• Creation of a dedicated HV feeder for sensitive nuclear clients (in final acceptance),
• Creation of two 7.5 MVA conversion stations (work in progress),
• Creation of a 7.5 MVA production plant (start of studies by the selected bidder),
• Complete renewal of an HV distribution substation (technical specifications in progress),
• Ten-year maintenance of a 10 MVA 50/60 Hz conversion station (technical specifications in progress),

• Creation of a 40 MVA 63/10 kV primary substation (technical specifications in progress).
