1. Support in the construction, analysis, and updating of institutional programs and/or modifications to the Institutional Strategic Plan (PEI), from which the Annual Operational Plan (POA) and the Annual Procurement and Contracting Plan (PACC) are derived, ensuring their coherence with institutional objectives and mandate. 2. Provide technical opinion in the formulation and review of institutional and sectoral programs, as well as in draft laws, agreements, and institutional regulations, ensuring their alignment with strategic planning and the current regulatory framework. 3. Engage and coordinate with other State Secretariats that make up the Economic Cabinet and the bodies responsible for government planning, in order to generate articulated technical proposals aligned with the Government Plan and national development priorities. 4. Assist and train the different departments of the institution in defining short-term objectives and goals, ensuring their proper articulation with the Institutional Strategic Plan (PEI) and the derived planning instruments. Monitor the execution of institutional programs, verifying progress in meeting goals, indicators, and expected results. Conduct the corresponding evaluation and register in the Integrated Financial Administration System (SIAFI GES) the planning linked to public value chains, in accordance with the guidelines established by the Ministry of Finance.

1. Provide direct technical support to the Head of the Planning and Evaluation Unit in defining and prioritizing the institutional budget. 2. Propose methodological improvements and provide technical assistance in the formulation, updating, and strengthening of institutional planning instruments, contributing to optimizing the quality, consistency, and strategic alignment of these instruments. 3. Accompany and support the organization and development of working meetings and technical assistance sessions within the scope of the Planning and Evaluation Unit, facilitating inter-institutional articulation and the achievement of programmed objectives. 4. Prepare reports, technical reports, and other documentation related to the evaluation, monitoring, and achievement of institutional goals, ensuring timely, reliable information aligned with internal and external requirements.

Analysis of administrative files and issuance of legal opinions and rulings in administrative, civil, and regulatory matters, applying the General Law of the Electric Industry, regulations, and sectoral norms. 2. Research of national and international regulations, jurisprudence, and doctrine on energy regulatory and oversight matters. 3. Support technical departments in the development and updating of regulatory proposals, regulatory reforms, and technical provisions.
