Conducted a comprehensive "As-Is" Business Process Analysis of the HRM processes within Armenia's Unified Social Services, identifying systemic inefficiencies and bottlenecks, and delivering actionable, evidence-based recommendations to inform future digital transformation initiatives. Conducted end-to-end business process analysis for the Migration Service of Armenia, enabling a seamless transition from manual procedures to fully digitalized service delivery. Provided training and support to stakeholders on new processes and systems. Collected and synthesized qualitative and quantitative data, transforming complex insights into clear, decision-friendlyvisualizations for stakeholders. Effectively collaborated with all key stakeholders throughout all stages of the analysis to gather insights, validate findings, and ensure that the outcomes reflected operational realities and supported practical, results-driven improvements. Carried out a comprehensive desk review of international best practices in social housing, translating keyfindings into actionable frameworks tailored to Armenia's context.

Developed evidence-based policy recommendations that led to amendments, eliminating legal barriers, and expanding support eligibility for military personnel and their families. Managed the Government's ad-hoc financial support program for families of missing service personnel and co-developed communication protocols with the International Committee of the Red Cross that became the institutional standard for liaising with families of missing persons. Developed human-centered service quality improvement strategies, resulting in increased service accessibility and improved citizen satisfaction ratings. Coordinated the implementation of the Armenian Government Program within the Social Protection Department and prepared progress and annual reports to be presented to the Minister of Defence. Managed a digitalization project to unify social services beneficiary databases and automate service provision processes, consolidating disparate systems into a single integrated platform that eliminated manual processes and improved data accuracy. Coordinated cross-border knowledge exchange initiatives (Kansas National Guard, Georgian MoD, Estonian MoD), facilitating adoption of international best practices. Created a knowledge repository of international best standards and practices that serves as an ongoing reference for policy development across MoD departments.
