Mission Context:

DGFiP is one of the main administrations of the Ministry of Economy and Finance, with over 100,000 agents across France. It designs, develops, and operates one of the State's most sensitive information systems (IS) internally, with over 700 business applications.

DGFiP's application portfolio faces a triple challenge: reducing the IS's technical debt, maintaining internal technical expertise, and evolving the IS, particularly through agile DevOps and Cloud levers, to meet new business requirements.

As part of the public contract, Sopra Steria has been supporting DGFiP's IT departments for over 10 years with a team of approximately 400 engineers in a business consortium.

Activities as Project Director for the consortium:

- Management of technical modernization and business evolution projects with a budget of €6 million/year.

- Establishment and maintenance of project teams with approximately 40 engineers and 4 project managers.

- Implementation of the most suitable Regie/Fixed-price delivery model depending on each project's context.

- Management of project financial objectives (Revenue/Margin/Cash).

- Upstream project scoping by mobilizing technical experts.

- Management of client contractual commitments.

- Review and validation of technical deliverables.
