- Monitor expenditure of actions and contracts closely so that claimed costs in all

payment requests can be deemed to correspond to the work accomplished.

- Provide the Operational Initiating Agent visa to financial transactions and ensure

due upstream coordination with the Financial Initiating Agent, as provided in the

relevant regulation and guidance

- Drafting of tender specifications and preparation of tender dossiers

- Advise on preparation and initiation of procurement procedures

- Establishment and management of framework contracts for Civilian Crisis Management Operations (CMOs)

- Provision of advice, support and training to the Common Security and Defence

Policy (CSDP) Missions on procurement aspects, document draft related to call for

- Put in place the procurement strategy and identify potential improvements to the process (long term service agreement) Prepare procurement documentation, obtain quotations and organise tenders

- Coordinate procurement activities with the Global Procurement Supply Unit Create and set up the suppliers database and performance evaluation tool

- Follow-up with vendors and suppliers to ensure timely delivery of goods/ services

- Monitor the implementation of internal controls to prevent fraud and mismanagement in procurement activities of the Regional Office

- Supervise and train five people: two senior buyers, one junior buyer and two assistants. Direct the procurement staff in sourcing, contracting, transactional purchasing and miscellaneous internal procurement-support activities;

- Ensure that staff collaborate closely with the requester to clearly identify the quality of goods to purchase and that they follow the ICRC's financial rules and regulations and the code of ethics.

- Ensure compliance and respect of code of conduct (specially frauds with investigations when necessary).

- Handle the entire process related to requests for tender, selection tables and contracts, regardless of their value.

- Coordinate and collaborate with the Logistics Supply Center when issuing region-wide requests for tenders. Have a strategic impact on procurement performance and donor accountability. Work with assistance program coordinators to identify needs in term of procurement to plan their demand with sources of purchases from Geneva, Abidjan, Nairobi and Douala.

- Support internal stakeholders to establish proper specifications for improving time of sourcing and level of satisfaction between the request and what is delivered. Implement the ICRC's strategic orientations for procurement by translating them into operational planning and concrete activities, with an emphasis on meeting quality, social and environmental (QSE) requirements.

- Conduct regular market surveys based on analysis of historical data, the goods and services purchase portfolio Ensure that the correct supplier panels are available for all goods and services linked to the needs of the assistance programs.

- Manage supplier-relationship (panel management, performance evaluations and inspections/audits); based on key performance indicators, identify cost saving opportunities and ensure that products and services are of proper quality.

- Ensure that the PO files are consistent and auditable in compliance with the ICRC's procedures and regulations.
